Missouri State Courts Administrator Kathy Lloyd to Lead National Organization for Court Leaders

Missouri State Courts Administrator, Kathy S. Lloyd, will lead the Conference of State Court Administrators (COSCA) as president and the National Center for State Courts (NCSC) Board of Directors as vice chair through July 2027.

The state courts administrator since 2015, Lloyd’s one-year terms have just begun, following the recent COSCA annual conference and NCSC’s Board of Directors meeting in Rapid City, South Dakota.

“Kathy’s leadership on behavioral health priorities has helped advance long-term, sustainable solutions to the growing behavioral health needs arising in state courts,” said NCSC President Elizabeth Clement. “Her experience in juvenile justice and trial court administration gives her a unique perspective on day-to-day court operations and valuable insights that help shape national guidance and best practices.”

COSCA is comprised of the chief executives of the court systems in each state, the District of Columbia, and the U.S. territories. The conference is committed to strengthening the judicial branch by improving the quality of state courts and increasing the public’s trust and confidence in the justice system, working closely with the Conference of Chief Justices on issues of mutual interest.
